It is so very good to be back from vacation. It was a much needed respite, but I have missed you all quite honestly. I wanted to get this out to you as quickly as possible, but there will be a podcast version for those of you who listen to your news.

THE DISARMAMENT DOCUMENT
Hamas has agreed to a document that lays out its own disarmament in Gaza, and the document itself is now public.
Al Jazeera obtained a copy of the agreement, reached Thursday between Hamas and the US-led Board of Peace after months of negotiation in Cairo. The text requires a precise disarmament roadmap to be finalized within 14 days, subject to extensions if an international verification body and all parties agree. Weapons held by Gaza’s police force transfer first to a new Palestinian National Committee. Heavier weapons and the decommissioning of tunnels come later, on a timeline officials could not specify when briefing reporters.
President Trump announced the deal on Truth Social, calling it a monumental step toward peace and describing a phased Israeli withdrawal to follow, with an International Stabilization Force and a new Palestinian police force taking over security. Hamas official Ghazi Hamad confirmed to CNN that the group has agreed to surrender its weapons, but only if the international force deploys as promised. Hamas has stated it will not implement any part of the deal unless Israel meets its own withdrawal obligations first.
Israel has not publicly agreed to the proposal. A diplomatic source told the Jerusalem Post that Israel had demanded the complete demilitarization of Gaza as a precondition for any troop withdrawal, and that the 15-point document under discussion does not fully meet that demand. Israeli National Security Minister Itamar Ben-Gvir called the agreement unacceptable.
Questions the document does not answer: whether Palestinian Islamic Jihad and other armed factions outside Hamas will adhere to it, and whether Israeli forces will actually withdraw on the schedule Trump described. Nickolay Mladenov, the Board of Peace’s high representative for Gaza, wrote that “there were several points when I did not believe we would make it,” and said what happens next matters more than the announcement itself.

NO PAUSE
The ceasefire that was supposed to end the US-Iran war did not hold, and this weekend the United States is preparing to escalate again.
Washington and Tehran reached a 60-day memorandum of understanding in June meant to reopen the Strait of Hormuz and wind the war down. Iran tested its limits almost immediately, firing on commercial vessels in the strait in early July. The US resumed strikes in response. On July 30, a US strike on Iran’s Qeshm Island killed a couple and their two-year-old child, according to Al Jazeera. Iran’s Revolutionary Guard retaliated with attacks on US bases in Kuwait, Jordan, and Bahrain. President Trump told reporters at a Cabinet meeting this week that the US will be “hitting them very hard.” Two US officials told CNN that new strikes could come as soon as this weekend, though the scope and targets remain unclear, and officials cautioned the plan could still be called off.
One domestic vote went almost unnoticed this week. The Senate rejected an Iran War Powers Resolution, with Senator John Fetterman crossing over to vote with the Republican majority against it. The resolution would have required congressional authorization before further US military action against Iran. It failed.
Brent crude stood at $87.93 a barrel Saturday, still up more than 20 percent for the month, as traders weighed the prospect of renewed disruption against tanker traffic that has actually increased through the strait in recent weeks.

THE RESHUFFLE
Ukraine’s president spent the back half of July doing something he has not had to do before at this scale: managing a domestic political crisis while running a war.
Volodymyr Zelenskyy dismissed his army commander-in-chief, Oleksandr Syrskyi, and pushed his defense minister, Mykhailo Fedorov, out of government, only to offer him a different post days later, after nearly a week of nationwide protests. Fedorov had been credited with strengthening Ukraine’s drone warfare program. His removal, and the circumstances around it, drew protesters to the streets in Kyiv and Lviv for five consecutive days. Zelenskyy named Mykhailo Drapatyi the new commander-in-chief and later met with Fedorov to offer him what Zelenskyy called a “worthy leadership position” focused on technology.
Ukraine’s relationship with Washington has visibly warmed even as that domestic turmoil continues. Zelenskyy met Trump at the White House on July 28, their most cordial encounter since a February 2025 meeting that unraveled into a public shouting match. The two discussed licensing Ukraine to jointly produce Patriot air defense interceptors and a separate deal on drone production that could help the US catch up with Ukraine’s own drone capacity. Ukraine is on track to produce six to seven million short-range attack drones this year.
Russia has not eased its bombardment during any of this. A series of strikes across Ukraine this week killed at least eight people, including three children, using more than 70 missiles and 280 drones in a single overnight attack, according to Ukrainian officials.

UNACCOUNTED
ICE stopped counting some of its own dead this summer, and the same system has separate, documented patterns of sexual violence against children that it has never fully accounted for either.
In June, Acting ICE Director David Venturella rescinded a Biden-era policy requiring the agency to report deaths of former detainees occurring within 30 days of their release. Under the new policy, once someone leaves ICE custody, the agency is no longer responsible for monitoring what happens to them, even if they die days later. A DHS spokesperson called the change common sense. Epidemiologist Sanjay Basu, who has reviewed more than 270 ICE custody deaths, said the change will make mortality statistics appear lower without any actual improvement in the underlying care, because deaths from inadequate treatment in detention often surface only after release.
The deaths have not stopped. Jesus Manuel Arenas-Silva, 45, was found unresponsive while being transferred by bus between two Georgia facilities on July 13 and later pronounced dead of suspected cardiac arrest. Priciliano Trejo, 29, died July 24 at Stewart Detention Center in Lumpkin, Georgia; his family says he had leukemia and was not receiving adequate medical care. A third detainee, diagnosed with leukemia, died this week after being transferred out of detention, according to Newsweek. At least 23 people have died in ICE custody so far this year, on pace to exceed 2025’s total of 33, the highest annual figure in more than two decades.
Two further, separate patterns involving ICE and children remain documented and unresolved. Current and former ICE and Border Patrol agents have been arrested and, in some cases, convicted of crimes including child sex trafficking, rape, and sexual abuse of a minor. The Ohio Immigrant Alliance’s most recent registry, updated within the past week, lists 59 such agents charged with or convicted of a crime since 2006. Thirty-seven of those cases involved child victims specifically, and 25 occurred in 2025 and 2026 alone. This registry is advocacy-maintained, not a government or wire-service tally. Other outlets, including America’s Voice, have reported the same figures in the days since. But that reporting draws on the same underlying Ohio Immigrant Alliance data rather than independently re-verifying individual cases. It amplifies rather than corroborates.
Separately, since last July, the administration has sent pregnant unaccompanied minors apprehended by immigration enforcement to a single shelter in San Benito, Texas. More than a dozen girls have been transferred there in recent months, according to the Women’s Refugee Commission, and at least half are pregnant as a result of rape. Some are 13 years old. The administration’s own child welfare officials have objected internally to concentrating these cases at one facility, saying it lacks the specialized care the girls need. ROTWR has not found reporting establishing that these two patterns are connected to each other, and is not asserting that they are.
All three threads sit inside a system with a documented history of falsifying its own records. An independent medical review of ICE detainee deaths, commissioned by the ACLU, found staff falsified or produced insufficient documentation in 61 percent of the cases examined. The Intercept reported in February that GEO Group staff at a Pennsylvania facility falsely logged a face-to-face welfare check on a detainee found dead less than an hour later. Congress required ICE to publicly report in-custody deaths starting in 2018. The June policy change does not violate that requirement’s letter. It narrows the population the requirement covers.
🇺🇸 What American readers need to know: This is the deadliest stretch in ICE detention in more than twenty years. The agency just narrowed its own death-reporting requirement. Federal agents have a documented pattern of arrests for sexual crimes against children. ALONE IN COURT
An estimated 26,000 unaccompanied immigrant children lost their access to a lawyer this week.
The federal contract funding legal representation for migrant minors expired Friday and was not renewed. According to a memo obtained by ABC News, organizations that collectively receive more than $200 million in federal grants were told the contract was partially terminated, cutting off funding for legal representation and attorney recruitment. The only piece of the contract that survives funds “Know Your Rights” presentations given to children in detention. ORR had stopped paying for the legal services in November, after the legal groups involved refused to hand over confidential information about the children the agency had requested. A similar attempt to end the contract last month was issued and then rescinded.
The stakes of that gap are specific and measurable. Alexa Sendukas, an attorney with the Galveston-Houston Immigrant Representation Project, told NPR that children without a lawyer win the right to stay in the United States less than 1 percent of the time, and that most of the roughly 26,000 affected children will likely end up representing themselves in immigration court starting Monday. “They’ve come to the United States seeking safety and protection,” Sendukas said. “I worry some will be killed if they lose their lawyers.” For more than two decades, US law has required extra legal protection for children who cross the border alone, out of concern that they are especially vulnerable to exploitation, abuse, and trafficking. As of 2023, only 56 percent of unaccompanied minors in immigration court had a lawyer at all, according to Justice Department data. That was before this year’s funding cut eliminated legal representation for these children entirely.

A children’s YouTube educator with more than 20 million subscribers has spent the past year absorbing organized political attacks for saying children’s lives matter regardless of where those children live.
Rachel Griffin Accurso, known to millions as Ms. Rachel, began speaking out about Palestinian children in Gaza in 2025, sharing stories like that of a three-year-old who lost both legs in an airstrike and fundraising with Save the Children. The advocacy group StopAntisemitism asked Attorney General Pam Bondi to investigate whether Accurso was a paid foreign agent spreading propaganda. In January, Accurso posted a tearful apology after accidentally liking an antisemitic comment while trying to delete it, an incident critics cited as further evidence of a pattern.
Her advocacy widened this year to immigration enforcement inside the United States. In March, she began pushing for the closure of the Dilley, Texas, family detention center after connecting with a nine-year-old boy held there who told her the facility’s food made his stomach hurt and that he wanted to go home for a spelling bee. In June, she made her first trip to Capitol Hill, delivering letters and drawings from children who have been held at the country’s only family immigration detention center and urging lawmakers to end the practice.
Late last month, an FEC filing showed Accurso donated $3,000 to Abdul El-Sayed’s Michigan Senate primary campaign, drawing fresh attacks from conservative outlets that tied the donation back to her Gaza commentary as evidence of a political agenda. This week, she weighed in on the death of Nolan Wells, the 18-year-old who disappeared during a Fourth of July outing on Mississippi’s Horn Island and was found dead two days later, writing that the investigation would have unfolded differently had the racial dynamics of the case been reversed. Wells’s death is under active investigation, and his family has separately hired civil rights attorney Benjamin Crump.
Responding to the criticism, Accurso told her followers that caring for one group of children in crisis does not mean caring less about any other child. “It’s sad that people try to make it controversial when you speak out for children that are facing immeasurable suffering,” she said in an earlier interview. “Silence wasn’t a choice for me.”
